SUMMARY
Coordinates activities involved with procuring
goods and services such as equipment, tools, parts, and supplies for
organization by performing the following duties.
ESSENTIAL
DUTIES AND RESPONSIBILITIES include the following. Other duties may
be assigned.
1.
Reviews requisitions and assists in specification development.
2.
Confers with vendors to obtain product and/or service information such
as price, availability, and delivery schedule(s).
3.
Researches and estimates values according to knowledge of market price.
4.
Conducts evaluations on competitive proposals, along with end user
department staff, to arrive at a "best value" determination for the
purchase of goods and/or services.
5.
Determines method of procurement such as direct purchase competitive
bid, request for qualifications, or purchase through a cooperative purchasing
agreement.
6.
Prepares solicitation documents for conducting competitive procurement
and purchase order(s).
7.
Reviews bid proposals and communicates with vendor to clarify any
issues.
8.
Maintains procurement records such as items or services purchased, costs, delivery, product quality or performance,
and inventories.
9.
Resolves defective or unacceptable goods or services with Central
Receiving personnel, end users, vendors, and others to determine source of
trouble and take corrective action.
10.Expedites delivery
of goods to users.
11. Stays up to date on federal regulations
affecting the department
12. Maintains department website
13. Assists in training new STC faculty, staff
or purchasing personnel and develop
purchasing
knowledge and skills
14. Processes monthly purchasing and receiving
reports
15. Updates and maintains vendor file in college
computer system
16. Conducts research to identify new sources of
competitive procurement of equipment and services
17.Performs other
duties appropriate to department needs.
QUALIFICATIONS To perform this job
successfully, an individual must be able to perform each essential duty

EDUCATION
and/or EXPERIENCE
Minimum Bachelor's
degree in Business, Public Administration or Accounting. Experience in public
entity, school district, or nonprofit agency purchasing department.
LANGUAGE
SKILLS
Ability to read, analyze,
and interpret common financial reports, and legal documents. Ability to respond to
common inquiries or complaints from customers, regulatory agencies, or members
of the business community. Ability to effectively present information to top management,
public groups, and/or boards of directors.
MATHEMATICAL
SKILLS
Ability to calculate
figures and amounts such as discounts, interest, proportions, percentages,
area, circumference, and volume.
REASONING
ABILITY
Ability to solve
practical problems and deal with a variety of concrete variables in situations
where only limited standardization exists. Ability to
interpret a variety of instructions furnished in written, oral, diagram, or
schedule form.
