Job Title:               CONTRACT SPECIALIST

Department:          Purchasing

Reports To:           Assistant Director

FLSA Status:         Nonexempt          

Salary:                   Commensurate with Education & Experience

Starting Date:       Immediately

Closing Date:        Open until filled.  Screening to begin September 1, 2009

                                

SUMMARY

Coordinates activities involved with contracts such as review and engages in initial contract negotiations with vendors, draft contract terms and conditions for agreements.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

1.   Serves as lead contract negotiator with STC vendors/contractors on initial contract negotiation and on amendments to contracts

2.   Notifies contractors by telephone, face-to-face meetings, and/or in writing, on potential or actual breach of contract terms and conditions

3.   Assists clients in articulating and obtaining approvals for contract changes

4.   Supports the continuous improvement of standard agreement forms

5.   Implements a uniform transmittal process for all STC contracts

6.   Takes responsibility for drafting nonstandard terms for contracts as necessary

7.   Manages internal training related to contracting processes

8.   Drafts contract terms and conditions for Purchase Agreements, Software License Agreements, Professional Services Agreements, Maintenance and Support Agreements and other agreements

9.   Establishes and maintains boilerplate contract templates to ensure goods and services are contracted for in accordance with STC policies and procedures

10. Assists STC departments in articulating and obtaining approvals for contract changes; participates in contract disputes and resolution processes

11. Prepares standard STC contract forms after award of contracts is made by Board of Trustees and submits to vendors for execution

12. Keeps current on changes in laws that affect the department and modifies procedures for the department accordingly

13. Reviews and approves online requisitions for compliance and completeness

14. Assists the Assistant Director and Director with special projects

15. Works closely with the Director and Assistant Director on updates to procurement guidelines and procedures

16. Maintains files and records of all contracts

17. Performs other duties as assigned

EDUCATION and/or EXPERIENCE

*Bachelor Degree in Business, Public Administration or Accounting is required

*Minimum of three years experience in a public entity, school district, or nonprofit agency purchasing department is required

 

LANGUAGE SKILLS

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.  Ability to write reports, business correspondence, and procedure manuals.  Ability to effectively present information and respond to questions from groups of students, managers, customers, and the general public.
